It just means when people aren't willing to socialise outside their own little group and snub people who aren't part of it, i.e their group is cliquey. Well that's the best way I can expalin it anyway.

When you get a rather introverted group, you could describe them as a clique. Some group of friends who don't really like other people coming in and joining their group, etc.

 

Then if a group appears like it's a bit of a clique, then it's said to be "cliquey".

it's pronounced 'cleek' but here in the US it's murdered as 'click'
