SMS is not an exact science. Unlike voice calls.

In practice and in most places you dial a number and the networks talk and the call gets routed almost instantly to the handset that you are dialing. Wether that's a fixed or mobile or whatever. You get a connection and you talk. That's want makes international voice telecoms [censored].

Internet works in much the same way, just splits the data into packets, (like tiny little telepjhone calls really...TCP/IP [censored] amazing when you think about it!!)

SMS depends on the networks concerned recognizng that the message is SMS, being able to decode it, and being able to deliver to the mobile handset you are sending the text in the correct format. Loads of networks don't offer sms, or a different format, so sometimes it works sometimes it doesn't.

It does not matter a hoot wether they are GSM or not, 1880./1900/ 0r whatever.

If you need ensure that you will reach someone. Ring them. Or send them an e-mail.
