I think the fact they he was so calm and calculating about it suggests that if he had 2 arms left, he would soon be taking up his position in the clock tower, with the sniper rifle.

Reminds me of the scene at the end of Mad Max, where he gives him the hack-saw and says it would be quicker to cut off his arm than the hand cuffs
