Hear hear, I was going to start a rant over excessive quotation, but Tom beat me to it.

Surely it's possible to make it so that, when you click "quote", it removes all nested quotes automatically? Then if you REALLY wanted the inner quotes, you could cut and paste them in manually. Presumably this process would be too difficult for the stupid people who are the main culprits.
