It would still dial - although it wouldnt be a "healthy" handshake and it would disconnect with a user name and pass error.

 

Could be a setting in the modem.

Anyways, casting my memory back to when I used to deal with such trivial manners, you need to first of all provide the following information:

 

1) Operating system.

 

2) Modem - internal or external?

 

3) Check device manager (assuming you're using a M$ OS, of course). The modem is showing okay isn't it? Not with a red cross or yellow & black exclamation mark?

 

4) Try altering your DUN connection (again assuming you're using a M$ OS) to not "wait for a dial tone" - this sometimes resolves the issue. For whatever reason the modem isn't hearing the dial tone, but functions normally everywhere else. One of lifes little quirks...

 

5) Make sure you've got the latest modem drivers installed (as you've got access to your bro's PC you can download them there).

 

Hope this helps... Provide us with information if none of the above suggestions work, and we'll see what we can do....
