Failing that, pull all the leads out of your computer, and then put them back into different holes. Wait for the crackling to stop, and try to reload CTW again.

I have to do the same. I think it's cause of the cookies or something, i.e. your browser remembering the last time you went to that page and showing you the old version instead of it searching for an up-to-date version. Supposed to save you time, but obviously not in this instance.

 

Maybe try disabling 'cookies' in your browser's options ?

go to tools, internet options then advanced...

 

there should be a setting that makes your browser check for a new version of a page everytime you visit it.
