Regrowth doesn't really bring any itchy problems for me. Though currently enjoying the hirsute look.

I think 'balls dropping' is a figure of speech. I don't really remember very well, but I'm pretty sure my scrotum had 'appeared' before I actually reached puberty. Although your scrotum does gradually grow in size through puberty, until your balls are 'hanging there' as opposed to being 'snug' against your body.

 

They don't suddenly 'drop' or anything!

 

I am not actually sure about the details of a boy's anatomy (insofar as whether the balls are completely internal, or whether they are simply small making them hard to see). I.e. I didn't really take an active interest in my parts until my teens!!
