A dog looking up, yesterday.

Ok, so my question wasn't very clear...

Apparentky they cant, not with just eyes alone. They can look up using their heads but are incapable of the vertical movement with their spherical seeing tools.

It's all about Muddy Mudskipper and his segmented eyes
