Its a penguin putting rubbish in a bin, I can see (though it is still a bit blurry) the vague relation to the Tidy symbol but to be honest

If i had a penguin with that logo on i'd knock up a proper 'Tidy' logo - like upturned bin, deck, but penguin instead of the bloke.
