I think it's fair to say that they are effectively put in "at random", seeing as they consistently seem to be well mixed-up. The figure of 32 was a "guesstimate" - I don't have any full boxes to hand. I did in fact try to research the matter (bearing in mind the limitations of being at work) but the website doesn't have any relevant info, not even in the "fun facts" section!

 

However, point taken - that's an assumption I should have stated.
