its from the simpsons, sort of means like a non-chalant whatever, shrug off your shoulders

 

a way to trivialize something, usually so you dont get stressed out, in the simpsons homer always uses this phrase 'MEH' like if he was going to be late to work cuz he was doing something stupid or what not

 

hope that clarifies a little
